The Cooks Hill coach was the front-runner for the job at the Northern NSW NPL club and the Blues released a statement confirming the appointment on Friday night.
Law replaces David Tanchevski who quit on Tuesday, citing political problems at the club.
A group preparing to take control of the committee at the club's AGM this month had been expected to sack Tanchevski. They had been interviewing candidates for the coaching position in preparation for the change.
Tanchevski coached Charlestown for two seasons, narrowly missing the finals both times.
Law coached in the NPL with Adamstown until late 2016 and last month expressed his desire in the Newcastle Herald to return to the top league after the disappointment of Cooks Hill not gaining promotion despite winning three consecutive second-tier premierships.
"I am extremely excited to welcome Graham to the club" Charlestown president Ty Standen said in a statement.
"Graham has a tremendous knowledge of the game. He respects the history, and understands the organisational culture we are establishing as we move to register the club under the playing name of Charlestown Azzurri F.C in 2020".
Standen became president when Dean Crossley resigned before a recent committee meeting at which new membership applications were rejected. The memberships needed to be accepted for those applicants to have voting rights at the AGM.
"I am excited to be named as coach of the Charlestown Azzurri F.C," Law said in the press release.
"I look forward to establishing a strong group of talented players who will help us achieve our goals this year."
