Job Description

  • Develop, monitor and improve contemporary risk based asset management strategies and plans for parks and waste assets that align with corporate strategies and objectives, consider whole of life costs, safety of staff and users, environmental impacts and customer expectations around reliability and functionality.
  • Develop risk based, innovative and affordable short, medium and long-term asset renewal programs for park and waste assets for long term financial planning.
  • Contribute to the development of optimisation tools that address operation, maintenance and capital works programs to effectively balance risks, regulatory obligations, levels of services and overall financial sustainability.
  • Contribute to the development of life cycle asset management funding models and budgets.
  • Provide technical information and input into development of grant submissions.
  • Investigate, evaluate and recommend condition monitoring programs across waste and park assets to prudently inform future maintenance, renewal plans and asset performance.
  • Undertake asset management modelling to develop renewal capital program in line with Council's asset management plans.
  • In partnership with Operations, co-ordinate the implementation of condition monitoring programs and monitor and report on asset performance against program.
  • Develop business cases and associated documentation to facilitate successful outcomes through investment decision frameworks.
  • Provide guidance, advice and support to technical officers to encourage improvement and adherence to condition assessments expected from asset managers.
  • Provide asset management improvement advice to internal stakeholders, employees and customers.
  • Provide technical engineering advice and input into strategies and specific design standards.
  • Review and analyse asset performance data across waste and parks asset to identify opportunities for improvement, to track and evaluate benefits of strategies, inform operation and maintenance strategies and identify opportunities to rationalise assets.
  • Comply with relevant quality management and regulatory standards.
  • Improve knowledge of contemporary practices and trends relevant to the work area functions and position responsibilities including innovative condition assessment tools across all asset classes.
  • Analyse current procedures and activities to identify and recommend opportunities for improvement to relevant stakeholder across Council.

The Successful Applicant

  • Bachelor's degree of Engineering, Asset Management or related qualification (preferred but not essential).
  • Certified Associate in Asset Management or ability to rapidly acquire.
  • Experience managing Council assets or similar and a detailed understanding of performance standards across Council waste and park assets.
  • High level collaboration and negotiation skills to successfully engage and influence key stakeholders.
  • Experience in assessing condition of assets and setting operation and maintenance strategies.
  • Experience in condition monitoring methods, trend analysis, researching historical trends, analysis and review of outputs and investigation abnormal characteristics.
  • Demonstrated ability to work effectively in a team and independently.
  • Strong communication (oral and written) and interpersonal skills.
  • Proficient keyboard skills and experience using Microsoft Office Suite and operating corporate business systems.
  • Legally able to drive a motor vehicle in Queensland.
  • Ideally previous local government experience.
  • Familiar with principles and practices of ISO 55000 series of asset management and ISO 31000 risk management standards
