IRT plans to lodge a development application with Lake Macquarie City Council soon.
A spokesman said it was the company’s first project in the Hunter, which it said was a region ‘‘with high demand for seniors’ accommodation and care’’.
The proposed site is bounded by Brooks Parade and Sharp and Edgar streets.
The plan includes 129 apartments and a care centre with 60 suites.
Communal areas will include a lounge, dining room, cinema, bar, bowls and billiards zones, a wellness centre with a gym and an indoor swimming pool.
Commercial floor space will include a cafe and health businesses.
JBA Planning will hold public information sessions about the plan in Edgar Street today from 4pm to 8pm and tomorrow from 10am to 2pm.
The plan adds to a host of developments that have revamped Belmont in the past five years.
Several six-storey mixed-use buildings have been built to overlook the lake and Aldi and Woolworths developments built nearby in the town.
Lake Macquarie City Council gave the Brooks Parade shore a $1million facelift in 2008, including demolition of a seawall, construction of a pebbled beach, a footpath extension, lighting and a viewing platform.
But the shore has hit controversy recently, with residents lobbying the council to remove the pebbled beach.
