Papas joined Newcastle midway through last A-League season on head coach Gary van Egmond's staff.
The 32-year-old's first assignment will be to prepare his new team for their Asian Cup commitments in June.
James Pascoe will act as Newcastle's youth team manager for the time being, although the club is understood to be considering a short-list of replacement candidates.
The Jets have already cleaned out close to half of last season's playing squad and signed a host of promising youngsters to replace them.
Off the field, talent scout David Lowe has been released, and advisory board members Joe Senkalski, Cheryl Salisbury, Neil Jameson and Keith Harris were given their marching orders this week for reasons the club is yet to explain.
