Instead Detective Chief Inspector Peter Fox believes the best outcome is that child abuse is minimised.
"There will always be some degree of wrong-doer or corruption in any organisation," he said.
The first public hearing of the Royal Commission into Institutional Responses to Child Sexual Abuse will begin in Sydney.
Mr Fox hopes police and members of the church will be "less adversarial" during the hearings, which have far greater powers than the NSW commission.
Mr Fox was speaking at the launch of book Unholy Trinity by former Victorian detective Denis Ryan and author Peter Hoysted. The book details Mr Ryan's attempt to bring Monsignor John Day, whom he describes as "Australia's most prolific paedophile", to justice despite hindrances from the Catholic Church and the police.
