According to the Independent Liquor and Gaming Authority's annual report for 2013-14, more than half the fines – $48,000 – were for allowing minors onto the premises on eight occasions.

The Star was also fined a total of $22,000 for twice permitting intoxication in the casino and once in its Marquee nightclub.

The number of breaches for allowing minors on the premises was consistent with the previous financial year, when The Star was censured or fined on five occasions.

But in contrast to last financial year, in 2012-13 the casino was not fined at all for permitting intoxication.

In its report, the authority "acknowledges that on average more than 25,000 people visit The Star casino on a daily basis and that incidents involving minors gaining access to the casino are the exception".

"Nevertheless, the authority expects The Star to ensure that casino staff tasked with preventing minors from gaining access to the casino remain diligent in the exercise of their functions".

The report says about 10 million people visit the casino annually and it operates 24 hours a day, every day of the year.

"As a consequence, there may be a higher number of reported incidents at The Star than at other licensed venues in NSW," it says.

"The Authority continues to closely monitor efforts by The Star to manage the risk of intoxication and violence on casino premises."

Despite the increase in intoxicated patrons, the report says the 1.30am lockout and 3am last-drinks laws, introduced in February by the NSW government for licensed premises in the CBD and Kings Cross, have had "no major impact" on the Star.

The Star is outside the area covered by the new rules and there have been fears of a "spillover" effect.

But the report says the casino noted a significant change in patronage during only the first weekend of the lockouts, which coincided with the Sydney Gay and Lesbian Mardi Gras.
