Labor’s Nuatali Nelmes conceded today that she could not overhaul Mr McCloy’s 44 per cent of the primary vote.
The next council will include at least four Liberals, four Labor councillors, Green Michael Osborne and independent Allan Robinson.
Two spots remain in contention.
In Ward 2, the final spot could fall to Green Therese Doyle or to a second Liberal, Nicholas Stabler.
In Ward 3, the final council spot is on a knife edge.
Green Keith Parsons has a narrow lead over independent Andrea Rufo on primary votes.
There is an outside possibility that Labor or the Liberals, who both polled at more than 30 per cent in the ward, could have a second councillor elected there.
