Kiwis Hamish Bond and Eric Murray, who are unbeaten in seven years, took gold in front of South Africa and Italy.
The Australians never settled into the race and slipped from fifth to sixth in the final 500 metres.
Turrin and Lloyd have been regular pair crewmates at Sydney Rowing Club but debuted as a combination on the international stage only in recent months after falling short of fours selection.
They claimed a silver medal in their second World Cup outing as a pair, in Poland in June, after a fifth on debut.
Turrin grew up in Dungog before attending high school at St Joseph’s College, Hunters Hill, in Sydney, where he started rowing.
He went on to claim silver and bronze medals in the men’s four at world championships as well as gold in the class at world cup level.
