The environmental group said the strategy included managing demand and conserving water.
Sydney-based Institute for Sustainable Futures also worked on the plan.
Recommended measures include stormwater harvesting, business partnerships and household retrofitting.
These could safely meet the needs of a growing Lower Hunter population until 2050, the society and institute said.
The report will be made available to the government as it prepares a new Lower Hunter Water Plan.
