Traffic and parking problems led to the recommendation, after a parking study found that assumptions in the initial application were incorrect.
A review, conducted by McLaren Traffic Engineering, said up to 267 car parking spaces need to be provided, and the application only provides for 162 spaces.
The report also says access to the property would be unsafe.
