Vine won the honour on Monday night at the Dolan Warren Awards for her stunning long-range strike against Canberra in round three. She also won the Jets' goal of the year gong and was recognised as their top scorer with four at the club's awards night two weeks earlier.
Vine came to Newcastle in 2017 from Brisbane and Deans hoped she would be back for a third season.
"Cortnee made a good start to the season and just sort of faded a little bit, but then finished off a bit stronger again," Deans said. "So I think for Cortnee, it's the consistency of training at the right level all the time and pushing herself out of her comfort zone.
"She's more than capable of scoring more than 10 goals a season, but at the same time, she's a 21 year kid who's still maturing and still working her game out."
"She came here after not being able to get a game at another W-League club so she's improved in the last couple of years to the point where she's scored a really good goal and was our top goalscorer, so hopefully she wants to come back again and keep working.
"She's got to set herself some goals of more than just four goals and we probably lacked that this year, someone who could consistently find the back of the net, but for a young player, she did OK."
The Jets, who missed the finals in an injury-ravaged season, also won the W-League fair play award.
