Woodbury, who was charged with contrary conduct, will be sidelined for upcoming home fixtures against Souths and Macquarie before returning to face former club Central on July 21.
The Goannas winger was sent off by referee Tom Taylor in the 66th minute of a 28-12 loss to the Pickers at Maitland Sportsground on Saturday.
This incident, seemingly for dissent after Woodbury was penalised for a high tackle, was referred straight to hearing by the competition's match review committee.
Kurri Kurri Bulldogs forward Reid Alchin also had a case heard by the Newcastle RL on Wednesday night and will now miss three games after being found guilty by the panel.
Alchin opted to contest his grade-one shoulder charge, which occurred near half-time of Saturday's loss to Macquarie at Toronto.
Meanwhile, Macquarie centre Nathan Cantor escaped punishment on Wednesday with an early guilty plea for a grade-one dangerous-throw charge.
Cantor, who now has 75 carryover points, will be free to play for the Scorpions against competition leaders Western Suburbs at Lyall Peacock Field on Saturday week (July 6).
In the lower grades, Wests' Sam McKenna halved his penalty for a high-grade high-tackle charge from reserves on the weekend because of his prior good record and will be suspended for three matches after submitting an early guilty plea on Wednesday.
