Mr Cassel will be deputy secretary for development and place management in the housing and property group of minister Rob Stokes' mega department of Planning, Industry and the Environment.
The role includes overseeing part of Property NSW.
The former Lend Lease project director and Mission Australia Housing boss joined the Revitalising Newcastle program in 2014 and became Hunter Development Corporation boss in early 2017.
Revitalising Newcastle, which included the city's new light rail line, will wind up after the Civic Station redevelopment and several smaller projects are finished.
Mr Cassel also had purview over Transport for NSW activities in Newcastle at a time when the city's transport network was privatised.
His focus shifted to Gosford's urban renewal program in April last year when he added Central Coast Regional Development Corporation boss to his list of job titles. HDC and its southern counterpart merged in October.
He will remain HCCDC boss after taking on his new deputy secretary position.
