Emergency services were alerted to the alleged threat against Singleton Square on Gowrie Street about 4pm.
The building was evacuated and officers from Hunter Valley police district completed a search of the centre, but nothing was found and the building was declared safe.
Shortly afterwards police located and arrested a 41-year-old man nearby.
He was taken to Singleton police station where he was charged with threatening sabotage.
He was refused bail to appear at Muswellbrook Local Court on Monday.
