It will likely be one of three models AFLHCC present to the 15 senior clubs, which make up 39 teams across the current men's and women's competitions, when they meet on October 21 after the upcoming finals series.
AFLHCC community football manager Sam Zikman said the competition structures are part of a larger "strategic plan" and ultimately it would be up to clubs to vote on their preferred option, which could result in no change whatsoever.
"We are four months into a six-month process of going through a strategic plan," Zikman said.
"Competition structures are part of that and it will be the same as the previous year. All clubs will vote on what they want to do."
Zikman said the expansion proposal would see an additional men's division, probably sitting underneath the Black Diamond Cup (10 teams) and Black Diamond Plate (14 teams), as well as splitting in two the AFLHCC Women's premiership (15 teams).
A mixed model would see the men's competitions remain the same and just the women's section change to incorporate a second division.
The third idea would be to keep the status quo.
No shift is expected for the Black Diamond Cup.
Port Stephens are the only club with just a women's side. Lake Macquarie, Wallsend-West Newcastle, Muswellbrook and The Entrance Bateau Bay don't play in the Black Diamond Cup.
The finals series for all three senior competitions start on Saturday with elimination semis being held at Maitland and Muswellbrook.
Meanwhile, the 2019 Elliott Davey Medal winner will be announced during the AFL Hunter Central Coast awards night at Belmont on September 4.
