Investigators confirmed on Wednesday that Wamberal's Devora Howard, 56, was the woman whose remains were discovered by a fisherman north of the Terrigal Haven boat ramp about 7.10am on Tuesday.
Brisbane Water police are examining the circumstances of her death, and have not yet determined whether it is suspicious.
Brisbane Water Crime Manager Detective Chief Inspector Steve Laksa said police were hoping to speak with anyone who might have seen Devora on the evening of Monday 2 September or the morning she was found dead.
"We are following a number of lines of inquiry in relation to her last known movements," Detective Chief inspector Laksa said.
"Information from the public is crucial as it is will hopefully support the results of a forthcoming post mortem examination."
Ms Howard was last seen wearing white jeans and a grey jumper.
Anyone with information about this incident is urged to contact Crime Stoppers: 1800 333 000 or https://nsw.crimestoppers.com.au.
