The 56 year old's remains were found by a fisherman north of the Terrigal Haven boat ramp about 7.10am on Tuesday September 3.
An autopsy has revealed that Ms Howard drowned, but police are still unsure of the circumstances leading up to her death. It has not yet been determined if her drowning was suspicious.
Strike Force Pittendrigh investigators are still calling for witnesses who saw her on the evening of Monday September 2 or the morning she was found dead. She was last seen wearing white jeans and a grey jumper.
Police are specifically seeking witnesses or dash-cam footage of Pacific Street headed towards Terrigal Lagoon.
