Mangano produced the best combined time of 112.4 seconds, taken from racing on both Saturday and Sunday, to clinch the main prize for 2019.
Coffs Harbour's Dave Morrow (117.81s) was next best. West Wallsend's Christian Thompson (122.03s) ended up third.
Speers Point's James Pearson twice broke his own track record in the production sport over 1600cc category.
It was the fourth time this event has been held near Raymond Terrace after a long history at Newcastle's King Edward Park.
