Kelly, Southwell and Wheeler will join six debutantes in the Australian women's rugby league team, announced on Monday, when they host the Kiwi Ferns in Wollongong on October 25.
All three NSW representatives helped CRL Newcastle claim the 2019 NSW Women's Premiership before lining up in the second NRLW competition - Kelly and Southwell with the Sydney Roosters while St George Illawarra Dragons lock Wheeler was beaten in Sunday's grand final.
"Any time you get to represent your country is a proud opportunity and I congratulate the players selected in this team," Jillaroos coach Brad Donald said.
"They have all had tremendous seasons for their local clubs and NRLW teams and deserve their position as Jillaroos.
"We've had some terrific matches against the Kiwis and we're expecting another memorable clash against them at WIN Stadium on 25 October.
"It's always great to play a Test in Australia and our team is looking forward to the occasion."
Kelly and Southwell also featured in the Australia women's squad named for the World Cup 9's in Sydney on October 18 and 19.
