Upgrades include retiling all pools, a combined hydrotherapy and spa pool as well as a new entry and kiosk.
Solar roof panels were added and the filtration and disinfection systems replaced.
Lake Macquarie mayor Kay Fraser will officiate a formal opening ceremony scheduled for October 19.
"Toronto Swim Centre has been such a valued and important resource in the community for many years," Cr Fraser said.
"It's fantastic to have it back, better than ever and equipped to serve its thousands of annual visitors for many years to come.
"We would like to thank the Westlakes community for their patience during the renovations.
The overhaul began in August last year.
