Clayton-Brown is competing in the under-16 boys division at Huntington Beach, California, where he posted 10-point two-wave totals to win in rounds one and two.
His 10.94 was enough to beat England's Alex Townsend (6.33) and Italian Ian Catanzariti (5.53). Clayton-Brown then edged out Australian teammate Zeb Stokes 10.57 to 9.52 in round two, which also featured Switzerland's Fantin Habashi (6.94) and Chilean Leon de la Torre (8).
Clayton-Brown next meets Sho Matsubara (Japan), Adur Amatriain (Spain) and Brad Scott (South Africa).
Meanwhile, Baker was eliminated narrowly in his opening heat at the 3000-point qualifying series event at Sunset Beach.
Hawaiians Tyler Newton (12.63) and Logan Bediamol (12.33) progressed ahead of Baker (11.17).
