The 25 year-old had set out on the water with friends around 7.45pm before conditions worsened and the group was unable to return to shore, police said.
Two kayakers were later rescued about 500m south of the Buff Point reserve, after a multi-agency search including officers from Tuggerah Lakes Police District, Marine Area Command, Marine Rescue, Roads and Maritime Services and Polair, commenced to find the group.
The missing man's body was found in the water of Budgewoi just before 11am on Wednesday.
NSW Police have thanked the agencies who assisted in the search
