After winning the toss and batting, Lake Mac racked up a competitive 9-127 from their 20 overs and restricted the Aces to 9-121 in reply.
The ACT needed 16 runs from the final over, delivered by Belmont's Daniel Bailey, but could manage only eight.
Bailey finished with a match-winning haul of 5-17 from his four overs.
The Attack enjoyed a dream start when openers Daniel Arms (24) and Marcus Hainsworth (20) added 43 in quick time.
Skipper Adrian Chad chipped in with 21 in the middle order then followed up with 3-23 from his three overs of medium pace.
There were a few nervous moments for Lake Mac when Thomas Van Tempest (38) and Nicholas Broes (45) joined forces to add 66 for the fourth wicket.
But the ACT were always behind the run rate and the final scoreline flaterd them.
Lake Mac (9-165) beat the Coffs Coast Chargers (115) by 50 runs in the first semi-final, played on Sunday morning, then ACT accounted for Central West Wranglers in the second semi.
