Robinson will watch Sunday's F3 derby against the Mariners before taking the reins next week. His first game will be against Western Sydney Wanderers at Bankwest Stadium on Saturday week.
He has signed for the rest of this campaign and three seasons after that.
Robinson, 43, played for an array of clubs in England and the United States, including stints with Portsmouth and Sunderland in the Premier League.
He also played in 52 internationals for Wales.
After retiring as a player, he coached Vancouver in the US Major League Soccer for five years.
He will replace veteran Scotsman Ernie Merrick, who was sacked last month after a run of disappointing results. Craig Deans has spent the past four games as Newcastle's interim coach.
