Latham took the four-year-old mare, a $3.50 favourite, on an inside run behind the pace before she sprinted clear in the final 200 metres for a two-length win in the 1280m Country Championships Preview Class Four Handicap.
The South African jockey earlier steered Cavanough-trained first-starter Fender ($21) to a front-running victory in the 1280m maiden plate.
The tough win of Charlotte's Heart on the heavy 8 was just what Cavanough was after with an eye to the $150,000 country series heat at Tamworth on March 8.
"She's sweet, she's had two runs, she's won on the wet, so she's ticked a few boxes going forward," Cavanough told Sky Thoroughbred Central.
"She'll go to the championships and she's in really good order.
"It's good to get a winner for John Starr. He's a good supporter and we've had a lot of luck for him.
"I just wanted to give her a hard run and she's pulled up pretty good by the look of her.
"She was about a 71 rater so she's guaranteed a start [at Tamworth] at 75 now."
Greg Ryan also had a double, riding Kylie Gavenlock-trained Blazing Babe and Muswellbrook trainer Pat Farrell's Polish Train to wins.
