Councillors agreed to lay the matter on the table on Tuesday night pending urgent advice about how to proceed to ensure the delivery of natural justice.
The motion was brought to the council after an external workplace consultant found Cr Elliott had committed a "serious breach" of the organisation's code of conduct.
It is alleged she verbally abused chief executive officer Jeremy Bath during a council workshop.
The consultant's confidential report alleges Cr Elliott told Mr Bath she was "sick of the way you run this f---ing joint" and that she thought he was "doing the lord mayor's bidding".
Mr Bath told investigators that Cr Elliott's verbal spray was "one of the most spectacular dressing downs I've ever received in my corporate life".
