Police said the pursuit began about 8pm on Thursday when officers from the Target Action Group tried to stop an unregistered red Mitsubishi Lancer on South Street at Windale.
The vehicle allegedly fled at speed and officers chased the car through several suburbs for about 20 minutes.
Police allege the vehicle reached 130km/h in a 90 zone.
The pursuit ended when the Lancer's tyres deflated after it hit a gutter at Minmi Road, Fletcher.
Checks revealed the driver was serving a licence suspension until 2064.
Police charged him with police pursuit - not stop, driving an unregistered and uninsured vehicle and driving while disqualified.
He was refused bail.
A 21-year-old female occupant of the car was charged with possessing a prohibited drug and another male occupant - who was suffering an unrelated injury when arrested - is expected to be charged with resisting arrest.
