A week after the senior NHRU premiership competition was cancelled, the juniors have unanimously moved to start their competition on July 25 after the NSW Government this week gave the green light for community sport to resume.
A final draw is yet to be ratified, but HJRU plans to hold a 10-week season for under-8s through to under-18s, possibly culminating in grand finals at the end of September.
"Every club president is jumping out of their skin to make this happen and get the kids on the rugby paddock," Hattingh said. "Clubs are working with their respective councils with regards to playing fields and COVID-19 protocols. It's going to require more volunteers and everyone is just going to have to work that bit harder. The attitude of the parents and volunteers has been outstanding
"We want to use rugby as a vehicle to get kids active again. We certainly don't want to lose players.
"Any kids in the region who are playing league, soccer or Aussie rules, if their season gets cancelled, we are open for registration. Come and join us. Let's get kids out there and playing. It is a bit of a head space thing as well - getting kids out of the house, being active and playing with their mates."
While Australian rugby is struggling at the professional level. Hattingh said grassroots was getting stronger.
"We have almost 2000 kids in the local competition," Hattingh said. "Waratahs and Medowie were short in age divisions so we got those two clubs to join together. We are linking clubs with local schools. It's all about getting as many kids as possible a game of rugby."
As well as complete the local competition, Hattingh is in talks with neighbouring zones about playing representative games after the NSW Country Championships and State Titles were cancelled.
"We have been talking with Central North and Central Coast about an inter-zone competition over a couple of weekends in October," he said.
