The announcement was made on Friday following a board meeting the night before.
Any alternative open grades that go ahead later this year will be purely amateur. Under-19s and women's league tag also remain on the cards pending approval from relevant authorities.
"In terms of top tier, there will be no competition as far as Business Plaza Cup is concerned," Newcastle RL chief executive officer Matt Harris said.
"As a major competition, we needed to be clear that what we run this year isn't what a first grade competition would normally look like.
"Without payments and without resources from NSWRL like doctors and so forth, it will be different on a number of fronts."
NSW Rugby League have not yet approved any competitions for this year and are waiting for official word on community sport from the state government, who on Tuesday gave juniors the green light from July 1 but didn't make any announcements about seniors.
