A statement was released shortly after a decision was made, saying the season would "not proceed this year" based on the "majority of clubs" being in agreeance.
Greta Branxton and Muswellbrook were due to rejoin first grade for a six-team campaign alongside Scone, Denman, Aberdeen and Singleton before the coronavirus crisis.
"The board supports the decision the clubs have made for this year, and agree it would have been a difficult decision for the clubs and their members," a Group 21 statement said.
Discussions are set to continue with state governing body NSWRL "to see what options may be available for those clubs" still wishing to "play senior football".
There is also interest from three clubs to play under 18s.
Group 21 chairman Simon Walmsley said: "The health and safety of the rugby league community and community in general is paramount. Clubs can only make their decisions, based on the information provided by the relevant bodies, and what is the best interests for their club and members."
This follows Newcastle Rugby League's call earlier this month to can their main premiership for the first time in over a century. An alternative open grade venture is still being explored while under 19s and ladies league tag remain in the works to kick off next month.
