Emergency services attempted to revive the driver, who police said was believed to be aged in his 40s, after they were called to the highway between Charlestown Road and Ocean View Parade at Charlestown about 9.25pm on Thursday.
Initial reports indicated a car had struck a telegraph pole.
Police were told the vehicle was northbound when it left the road and crashed.
The man was the sole occupant of the car.
He died at the scene, police said.
Lake Macquarie police secured a crime scene and established traffic diversions.
A report will be prepared for the coroner.
Motorists had been urged to avoid the area as officers examined the scene.
Conditions returned to normal in the early hours of Friday after diversions through Frederick Street, Milson Street, Kahibah Road and the Newcastle Inner City Bypass.
Anyone with information is urged to call Crime Stoppers on 1800 333 000.
