Police arrested 27-year-old David Creighton after they found him in the front yard of a home at Pacific Way, Muswellbrook, about 7pm on Tuesday.
It is alleged Mr Creighton was carrying a baby and was armed with a pair of scissors when officers arrived at the scene.
Police tasered the man after he briefly put the child on the ground following several requests from officers to do so.
A Macksville woman, 30, was air-lifted to John Hunter Hospital with a stab wound to her right eye.
A 28-year-old Muswellbrook woman was taken to hospital with stab wounds to her left upper arm and face.
Police said five children aged under seven years old were at the home when the violent incident allegedly occurred.
The children were not physically injured.
Mr Creighton - a resident of Macksville, on the state's north coast - was charged on Wednesday morning with two counts of wounding with intent to cause grievous bodily harm.
Police will allege in court he stabbed the 30-year-old woman several times to the abdomen and right eye, before stabbing the 28-year-old woman to the upper arm and face.
Mr Creighton did not apply for bail when he faced Muswellbrook Local Court on Wednesday and it was formally refused.
Magistrate Hugh Donnelly adjourned the matter to March 22.
