Lake Macquarie City Council is assessing plans lodged by applicant Baini Design on behalf of the property owner to build 85 dwellings across a near 17,000 square-metre parcel of land on Wilsons Road.
Under the plans, two buildings would house 66 units while 19 villas would be constructed separately.
The proposal also includes two retail spaces and a basement car park. The villas have single garages.
More than 170 car parking spaces would be provided for residents and the businesses.
Majority of the site is zoned B2 Local Centre, while a small section at the rear of the property where it meets Scrubby Creek is RE1 Public Recreation.
The applicant has proposed council acquire the RE1-zoned section of the property for those purposes.
More than 90 trees would need to be removed to allow for the development.
The buildings would meet but not exceed the area's 13-metre height limit and have floor levels above the minimum flood requirements.
The DA notes there are two other aged care centres nearby and the site is close to public transport, including fixed-route and on-demand buses.
"The development will provide additional retail and residential housing to meet the needs of the community's aging population demographic [and] is located within an area of establish public transport routes and proposes additional shared footpath and cycleways to promote walking and cycling in the area," a Statement of Environmental Effects says.
