The $3.7 million redevelopment on the corner of Croudace Road and Aries Way includes eight consulting rooms, a cafe, pathology business, pharmacy and 94-place childcare centre.
The childcare centre would cater for 40 children aged three to six, 30 aged two and three and 24 babies.
Meanwhile, waste giant Cleanaway has lodged $4 million plans to upgrade its Kooragang liquid waste treatment and recycling centre to help prevent dust and waterborne pollution from the site.
"The EPA has directed that the potential issue of dust migrating off site requires attention," the development application says.
The work includes enclosing waste handling areas and concreting unpaved areas.
Newcastle council's development applications committee approved two new floors of office accommodation in the six-storey parking station in Wharf Road on Tuesday night.
The plans include converting the fourth parking level to offices and building a new seventh floor of offices on top of the building.
