Billett met with participants on Monday at Cessnock, where racing has not been held since 2006 and trials stopped two years ago.

In recent years, there has been a push for racing to return to Cessnock's grass surface and for the facility to be redeveloped into a centre of excellence, featuring three types of tracks.

Billett said the visit was about GRNSW helping the track re-open to trialling.

"It was run on a volunteer basis and they had lost some of their volunteers, which had put pressure on their resources," Billett said. "From our meeting, we agreed to complement their current people with some support and infrastructure to be able to get the trials back going.

"The Hunter is a really big region for us. It's one of our best racing and participant jurisdictions, so it's really important to have available quality trialling facilities."

He said the help would include part-time staff, a new cable for the lure and another set of starting boxes.

As for racing returning to Cessnock and the centre of excellence proposal, he said: "You never say never, but I think the first step for us is to get it back trialling.

"It's a board call but for trialling to start up, it's a show of good faith in the facility and what it can provide for our industry."

He hoped to have the track operating again in the next few weeks.

He pointed to GRNSW's move to bring TAB racing to grass tracks at Taree and Wauchope and the construction of a straight grass track at Richmond as signs of their support for racing on the surface.
