Paramedics treated several people for minor injuries on Nobbys breakwall in the late afternoon as waves crashed over the rocks and path.
Merewether resident Jane Lynch shot a video of a female jogger trying to outrun the huge spray from one wave on the breakwall at 10am on Sunday.
About a third of the South Newcastle fence was lost from the beach while waves up to nearly four metres and a high tide pounded the coast on Sunday morning.
Surfers who frequent the beach said on Sunday that they were concerned about the dislodged fencing becoming a hazard in the water.
A Newcastle council spokesperson said the contractor would retrieve the fence when the swell abated.
A security guard was monitoring the site.
Newcastle beach was closed on Sunday due to the dangerous conditions as the bumper swell produced rideable waves in the harbour.
