About 200 certified sports doctors and 500 nurses are sought for the Games due to open July 23, the Kyodo agency said, citing unnamed sources.
This comes despite Japan's health system currently taking strain under the weight of coronavirus infections in the country.
On Monday, the number of patients with severe COVID-19 symptoms in Japan rose to a record of 1,084 people.
In Tokyo, 708 new infections were registered within 24 hours, 283 more than a week ago.
Both local organisers and the International Olympic Committee have insisted the Games postponed from 2020 will go ahead despite the global pandemic.
Foreign fans will not be permitted to attend and those involved must adhere to strict hygiene protocols though taking a coronavirus vaccine is not obligatory.
