The Jets have secured 23-year-old Jordan O'Doherty in a trade deal for Ugarkovic.
"We are pleased to have secured a talent like Jordan and executed a trade for Steven, given he was headed to Western Sydney next season," Jets executive chairman Shane Mattiske said.
"At a young age, Jordan has already played 63 top-flight games and is in the mix to represent Australia in the Olympics."
O'Doherty made his A-League debut for Adelaide United against Newcastle in 2016 before joining Wanderers in 2017-18.
Ugarkovic played in 135 A-League games for Newcastle, including the 2017-18 grand final, but signed to follow former Jets coach Carl Robinson to Wanderers at the end of this season.
Pressure was placed on the Jets to expedite his release during the current transfer window.
It was reported that Ugarkovic could debut for the Wanderers against Western United on Saturday, although it is unclear if O'Doherty will feature in Newcastle's clash with Sydney FC on Saturday.
