The 24-year-old, who lives at Charlestown, will contest the two-lap decider in the Japanese capital on Saturday (10:55am, AEST).
He automatically progressed after finishing third in Friday's heat, recording a season-best time of one minute and 48.09 seconds (1:48.09).

McCracken led early and was second at the halfway mark before being forced to stave off a late challenge in the home straight from Great Britain's Ben Rowlings (1:48.21), who also advanced to the final with one of the next two best times from the preliminary round.
Tunisia's Walid Ktila (1:46.59) and China's Yang Wang (1:47.48) were top two in the second heat.
UAE's Mohamed Alhammadi (1:45.50) set the pace in the opener.
McCracken claimed a bronze medal in this event in Rio five years ago.
He already secured a third straight silver in the men's T34 100m earlier this week.
