The 24-year-old found himself in a tough position on the rail at the back of the pack for most of the race and couldn't find a break to make his move.
Walid Ktila of Tunisia came from behind on the final stretch to claim gold in a tight finish from UAE's Mohamed Alhammadi while Yang Wang of China took the bronze.
McCracken's time of 1:47.68 was faster than his previous season best produced in Friday's heat, where he finished third in 1:48.09.
McCracken claimed a bronze medal in this event in Rio five years ago.
He already secured a third straight silver in the men's T34 100m earlier this week.
