* NSW has outlined its reopening advice, rules and penalties linked to 70 per cent double dose vaccination, which is just a matter of days away.

* Businesses will need to take "reasonable measures" to stop unvaccinated customers entering their premises such as having prominent signs and QR code and vaccination proof requirements.

* Hospitality, retail, gyms, hairdressers and beauty salons will be monitored by "authorised officers" and on the spot individual fines of $1000 will apply for breaches. Businesses will be fined $5000.

* Vaccinated close contacts of a positive case must get tested, isolate for seven days, get tested again on the sixth day and, if negative, end isolation after day seven.

* Unvaccinated close contacts must get tested and isolate for 14 days, get tested again at 12 days and if a negative result is received isolation can end after the fortnight.

* NSW reported 667 new locally-acquired cases and 10 deaths on Sunday.

* Health Minister Brad Hazzard warned people to be careful and respect restrictions while enjoying the NRL grand final to prevent super-spreader events.

* There are 981 COVID-19 patients in NSW hospitals, 195 in intensive care units and 93 on ventilators. A small child as well as three people aged 10-19 were among those in ICU.

* ICU nurses have made an impassioned plea for Victorians to get vaccinated, with patients in hospital set to soar this month.

* Victoria reported 1220 new locally-acquired cases and three deaths. A record 71,275 people were tested in the 24 hours to Sunday morning, while 36,248 vaccinations were administered.

* Melbourne is preparing to claim the unwanted title of the world's most locked down city after spending 245 days under stay-at-home orders. It will surpass the record, set by Buenos Aires, on Monday.

* The ACT recorded 38 new cases, a small reprieve from the record levels of 52 seen on Friday and Saturday. Of them, 24 are linked to exposures sites and 14 were in quarantine during their entire infectious period.

* The NRL grand final was cleared to go ahead in Brisbane as scheduled on Sunday evening after Queensland recorded no new virus cases.

* However there was a clear message for fans among health ministers in lockdown - don't use this holiday weekend and the NRL grand final to have large parties.

* Big dollars are up for grabs as part of new campaign dubbed Million Dollar Vax. More than $4 million in prizes in total will be given away, with the big ticket item of $1 million cash drawn on November 5.

AUSTRALIAN VACCINATION NUMBERS:

* There have been 28,630,736 doses administered in the national vaccination rollout up to Saturday, including 211,389 in the previous 24 hours.

* Of the total, 16,560,966 have been administered by the Commonwealth (an increase of 115,940 in the previous 24 hours).

* 15,552,163 have been issued in primary care (+110,407) and 1,008,803 in aged and disability facilities (+5533).

* 12,069,770 have been administered by the states and territories, including 95,449 in the previous 24 hours.

AUSTRALIAN CORONAVIRUS NUMBERS:

* Australia reported 1925 local cases on Sunday: 1220 in Victoria, 667 in NSW and 38 in the ACT.

* Two overseas-acquired cases were also reported: one in NSW and one in Queensland.

* The national death toll is 1334: Victoria 869, NSW 428, Tasmania 13, WA 9, Queensland 7, ACT 6, and SA 4. (Two Queensland residents who died in NSW have been included in the official tolls of both states).

GLOBAL CORONAVIRUS NUMBERS:

* Cases: at least 234,577,843

* Deaths: at least 4,796,500

* Vaccine doses administered: at least 6,282,822,928.
