Anderson (9.66) surfed just four waves and earned two scores of 4.83 inside the final 10 minutes to jump from last spot and beat Portugal's Carolina Mendes (9.17), local hope Tessa Thyssen (8.53) and Basque's Ariane Ochoa (7.10).
Ranked 23rd on the Challenger Series after an opening-round exit in Portugal, Anderson was relieved.
"I got knocked first heat in Portugal so I was super devo'd but there's four events so I just had to regroup and I was pretty stoked to get through that one," Anderson said.
Day two was a lay-day.
