Financial details were not disclosed by the two clubs but Sky Sports reported on Friday that Arsenal would pay Stg 30 million pounds ($A52 million) up front with Stg 2 million ($A3.5 million) in add-ons for the 25-year-old defender.
Zinchenko made more than 100 appearances in all competitions for Englsh champions City, including the 2021 Champions League final when Pep Guardiola's team finished runners-up to Chelsea.
He received emotional support from City's fans amid Ukraine's invasion ordeal and paid tribute to them as he left the Etihad.
"I am so grateful to everyone who has a done a lot to help me and my family," he told the City website.
Talking to Arsenal's club website too, Zinchenko also revealed it had been "a boyhood dream come true" to play for the Gunners as he'd been a massive fan of the London club as a kid.
"I am so excited and I cannot wait to play for this amazing club," he said.
"I'm ready for another challenge. I'm not here just to waste my time and the time of Arsenal because the club is always in front of everyone.
"I am here to achieve big things and I hope we can win some titles."
Zinchenko is Arsenal's second recruit from City in the close season after Brazil striker Gabriel Jesus, and their fifth signing overall after winger Marquinhos, goalkeeper Matt Turner and attacking midfielder Fabio Vieira.
