From July 1, cultural and sporting events at outdoor venues with a capacity of up to 40,000 will be allowed 25 per cent of normal capacity.
On the basis of that rule, the Knights' round-eight match against the Sea Eagles at Campbelltown Sports Stadium could host close to 5000 fans.
The NRL is yet to indicate how many tickets would be available, given the need to accommodate support staff at the venue, and tickets would likely be offered to the host side's corporate supporters and members before the general public.
Knights CEO Phil Gardner said last week he was lobbying to have the following game, the clash with the Eels in round nine, transferred to McDonald Jones Stadium from the club's temporary home of Central Coast Stadium.
If that occurred, the larger Broadmeadow venue would allow for 8250 fans, or about 3000 more than Gosford.
Premier Gladys Berejiklian said the NSW government had been able to ease restrictions due to the limited community transmission of COVID-19.
"The community has worked incredibly hard over the past few months which has allowed us to be where we are today," Ms Berejiklian said.
"However we can't let our guard down.
"People need to come forward for testing with the mildest of symptoms and practise good hand hygiene and social distancing."
