ICAC funding row leads to budget stand-off

Treasurer Dominic Perrottet has invoked a rarely used part of NSW's constitution to pass his budget.

A move to give the anti-corruption watchdog an extra $7.3 million has led to a constitutional stand-off in the NSW parliament.
