Sources told the newspaper that Chinese officials prevented two people on the 15-member team from boarding the plane to Wuhan during a layover in Singapore.
In a screening before their departure, both had tested positive for the presence of coronavirus antibodies, indicating a prior infection at some point.
But swab tests conducted on the two found them currently negative for Covid-19.
The rest of the team arrived in the central Chinese city of Wuhan, officials confirmed on Thursday, after a protracted tug-of-war about the trip.
The WHO team includes an Australian.
