There was an overnight spike, with 3018 more cases reported in the previous 24 hours.
There are 1098 patients in hospital, 49 of them in intensive care.
NSW Health reports 54.1 per cent of people have had three vaccine doses, while 79 per cent of people aged 12-15 are double-jabbed and 47.5 per cent of children aged five-11 have had one dose.
Five women and four men died with the virus on Monday.
One person was in their 60s, one was in their 70s, four were in their 80s and three were in their 90s.
Meanwhile, the AMA is reminding people to take precautions a day after mask mandates were removed in most indoor settings.
NSW AMA President Danielle McMullen said masks remained mandatory in hospitals and aged and disability care facilities and would be a condition of entry in many medical practices.
"If you are asked to wear a mask, we urge you to respect those rules and be considerate of the health and wellbeing of other patients and healthcare staff," Dr McMullen said on Tuesday.
"We expect COVID will continue to circulate in the community, and with increased travel and movement, we anticipate a return of influenza this winter."
Wearing a mask provided the best possible protection, particularly for vulnerable patients with chronic conditions.
