Police said the 16-year-old schoolgirl boarded a bus at Rotary Park, Kurri Kurri, about 1.45pm on June 24, bound for Heddon Greta.
It is alleged the man also boarded the bus and sat directly behind her.
As the vehicle moved away, the man is accused of leaning over the seat and holding a mobile phone allegedly depicting a sexual image in front of the girl.
The teenager got off the bus and returned home before officers from Hunter Valley Police District were notified and began an investigation.
Detectives arrested a 49-year-old man on Northcote Street, Weston, about 4pm on Friday.
He was taken to Cessnock Police Station and charged with carrying out a sexual act with another without consent.
The man was granted strict conditional bail to appear at Kurri Kurri Local Court on August 11.
