Bob Hawes, from the memorial walk trust, said the group was reviewing the tenders this month, and expected to make an announcement on the successful bidder by the month's end.
The memorial walk will stretch from Strzlecki Point car park to Trig Point, off Wrightson Avenue in Bar Beach, and will include 200-metre cliff-top bridge and oversized silhouettes of World War I soldiers.
Progress on the walk has been slowly ticking away behind the scenes since the start of this year.
As the land is owned by the council and other government authorities, the project does not need to go through a development application process.
Mr Hawes said the project was being managed by the memorial walk trust.
He said it was fully funded privately and had been planned and designed in consultation with Newcastle City Council.
In March, the council pledged the $1.5 million it raised through Newcastle Airport to complete the memorial walk through to the Bar Beach car park.
The state government has also contributed $300,000 in kind for geo-technical investigations, which were carried out by Roads and Maritime Services.
Project backers want the walk opened by April 2015.
