Neumann signed a two-year deal and will join the Jets after a "farewell" match for the Reds against Spanish club Malaga at Adelaide Oval on Friday.
"Between Jeronimo and Marcos, the linkage they have, hopefully that becomes telepathic," Stubbins said.
"They are two very good personalities.
"Jeronimo started 16 games last year and scored nine goals with four assists. Thirteen effective outcomes from one player is a great contribution."
Flores, who began his A-League career at Adelaide in 2010-11 and is one of the most creative players in the competition, is making good progress after a knee reconstruction in January.
Neumann replaces Adam Taggart, who started training this week with new club Fulham.
Taggart netted 16 goals, almost half of the Jets' total of 34, on the way to claiming the Golden Boot last season and a place in the Socceroos World Cup squad.
Stubbins does not expect the same output from Neumann but believes he has a strike force capable of improving on last season's haul.
"I said at the start that we need to spread the goals across more of the squad," Stubbins said.
"He can assist us in that area.
"Certainly Jeronimo is a goal-scorer. He wants to score goals and he has proved he is capable of doing that.
"With Joel Griffiths, Edson Montano and Jeronimo, there is a point of difference between the three of them.
"Each have their own qualities. In terms of balance and everything else, it is a pretty good mix."
Neumann has no doubts about his role.
"My job is to score goals and give 100 per cent for the team every time I am on the field, so hopefully myself and my teammates can help Newcastle finish in a strong position on the table," he said in a club statement. "Phil contacted me to tell me the ideas he had for the club and I was excited to be part of it."
Neumann had a year left on his contract at the Reds but had struggled to cement a starting berth under Josep Gombau despite being the club's equal leading goal-scorer.
"In respect to Adelaide and Josep, he has a certain way of playing, with a certain style and formation," Stubbins said. "I see Jeronimo as a weapon in the front third, and that is what we need."
Stubbins said the fact Neumann had spent two years in the A-League, scoring 16 goals in 51 appearances, had worked in the attacker's favour.
"It was something we discussed," the coach said.
"You sort of know what you are getting with Jeronimo."
His signature completes the Jets' overseas contingent - Neumann, Flores, Montano, Kew Jaliens and Jonny Steele - and continues a hectic off-season which started with the retention of Griffiths and David Carney.
Since then Socceroos defender Adrian Madaschi, Ecuadorian Montano, teenage creative midfielder Josh Barresi, Northern Ireland international Steele and former Young Socceroo Sam Gallagher have been added.
"It is starting to take shape," Stubbins said.
"There has been a lot of diligence put in. It is never easy.
"We don't have the luxury of a real marquee. What we have got is a good group, a fantastic team spirit at the moment, and the players are working their backsides off to provide themselves with the best physical platform to move forward.
"Ticking the boxes, moving along from the start of the pre-season to now, we have done everything right."
The Jets have two places available on their roster.
One has been earmarked for a holding midfielder.
Blacktown City and former Perth Glory midfielder Kearyn Baccus started a trial yesterday. Nick Ward is also training.
David Carney has a back problem and did not work with the main group yesterday.
"He has a bit of an issue with his back which we are desperate to get right," Stubbins said.
The Jets play their first game of the pre-season against their youth team in Weston on Wednesday.
